The Norwegian state-run gambling monopoly seems to be going against that country’s government assertions that the country will be adhering to an anti-online gambling policy with its purchase and installation of an advanced Cisco Digital Media System. In a clear indication that Norske Tipping AS is preparing to cash in on developing an online marketing capacity, the new Cisco system is reported to be a "....comprehensive digital signage solution for approximately 4 000 point-of-sale locations nationwide to deliver timely and targeted marketing communications to customers." Observers of the online bingo industry and free online bingo operators who are hoping for a more free market environment for online gaming businesses to operate in see the move as a potentially hypocritical stance from a state-run enterprise who’s government has stressed its anti-gambling stance. As recently as the last EiG conference in Barcelona, representatives of the Norwegian government were adamant that any attempt to legalise online gambling in Norway would be political suicide. However, this has not stopped Norske Tipping from pursuing an online capability, and this despite rumours Norway is contemplating a UIGEA-like law for itself. The Norwegians justify the need for a state monopoly to guard against "problem gambling."
