The recently released, yet late arriving drafts for the regulations governing the Unlawful Internet Gambling Enforcement Act (UIGEA), are currently receiving public comment and the criticism is proving heavy. The public has until 12 December to make its views known regarding the regulations for the contentious UIGEA law. The Center for Regulatory Effectiveness (CRE), a US lobby group, has already offered a report covering the proposed regulations concentrating on the Treasury’s lack of provision for "objective, supported estimates" of the burden the proposed regulations would have on small businesses. Much of the public’s criticism focuses on what gambling transactions UIGEA defines as permissible. "The [US government] agencies have declined to state which Internet gambling transaction are unlawful and have recognized the difficulty of doing so for reasons including 'the fact that the legality of a particular Internet gambling transaction might change depending on the location of the gambler at the time the transaction was initiated, and the location where the bet or wager was received,'" according to the CRE’s report. Online bingo operators and international online bingo halls are currently restricted by UIGEA from providing US players of bingo online with online bingo games. While it is unlikely public comment submitted before 12 December will have any affect in curtailing the implementation of UIGEA, many free online bingo operators will be keenly following developments in the hope the US market may become more accessible.
