Ukraine’s Accounting Chamber is placing the blame squarely on the shoulders of the country’s bureaucrats saying little is being achieved in bringing about a regulated gambling market. The Chamber’s Board says an absence of dynamic action by legislators is why effective regulation has not come about. The group argues that more effective regulation will reduce crime and fraud, protect players and enhance taxes revenues. Online bingo operators and UK online bingo halls will welcome the Ukraine Accounting Chamber’s comments and hope they will lead to a UK-style regulated online gambling industry. Online bingo games are a minority sector in the Ukraine’s gaming industry, but a shift to a more regulated environment is expected to boost bingo online’s exposure in the former Eastern Bloc countries. "Legislative and regulatory framework of [the] gambling business is incomplete and improper and disputable issues are unsolved," the Ukrain Accounting Chamber Board commented The Board also pointed out that the Ukraine’s present gambling laws remain fragmented and spread out between divergent central and regional authorities. The Board is arguing for a system that facilitates exchanges of information while also focusing on how many entities there should be subjected to state regulation, their licenses, financial performance and budgets at all levels.
